세계의 의사파업에 대한 윤리적 논쟁

ABSTRACT

Physicians in Korea have strongly opposed the government policy separating prescription and dispensation and have protested its implementation by staging two nation-wide strikes in 2000. These strikes have in turn evoked a hostile response from Korean citizens, who regard the physicians as acting from purely selfish motives. Within this context a debate has been initiated on the ethics of physicians’ strikes. At the heart of this debate is the following question: Are physicians' strikes ethically acceptable means of protesting government policies? The purpose of this paper is to introduce the arguments that have been given on both sides of this debate about physicians' strikes in the world within several decades. To achieve this purpose, this paper includes the following: 1) the background of physicians strikes around the world 2) the reasons and results of physicians, strikes in the various countries,and 3) the pros and cons of physicians' strikes around the world.
